There are only 3 places I shop for party supplies-Walmart, paper warehouse, and Dollar Tree. I ALWAYS find what I need at one of those 3 and it's always affordable. If she is buying a ton, OTC or US Toy company are the place I would go because they tend to offer better bulk prices.

We've got bright blue cloudless skies, beautiful sun and.... a whopping 11 degrees! UGH. We have a swamp in our backyard from "snow melt run-off" HA! How many of you get to use that term? LOL.
I would go with OTC for those leis (sp?). A friend held a huge summer luau and got all of those from there and they are still holding up, 3 years later.
