Are forms/flyers created by PTO member copyrighted?

This year has been very painful for our PTO organization due to adults behaving badly. So badly, that in April, the principal was asked by the membership to take over as President. The president would not step down after the other officers gave the president a no confidence vote. The by-laws were updated to include a process on how to remove an officer.

That said, the newly elected board asked the publicity chair for a electronic copy of the membership flyer and PTO TRI-FOLD intoduction flyer (Both of these flyers created 2 years ago)

I do need to say that the flyers that were created this year have been excellant, as they were done in Publisher rather than Word and had a real professional look.


Here is the response from the publicity chair to this request:

Just so everyone is on the same page, by law, I own the copyright on any forms that I may have created while helping PTO.
Therefore, I am unable to forward these for use by future PTO boards.

Just wondering if this is true???
