she is thinking that you guys can't move on without her and you need to show her you can, if she isn't willing to give up the flyer then find someone who can design a new one,,,I am sure in your school someone can do this for you.
call either the prinicapl, or the assitant superintendent, or adminstrative superintendent (if you have neither, then i would go straight to the superintendent) becuase the supers office engages the district lawyer.
what i would want to know from the district lawyer is, the answer to the question. they are BEST SUITED to know the answer becuase each shcool and each pto and each district, are so different in terms of specific (read: legal) relationship betwen pto and school and district
if she did something while on duty as pto officer, it is LIKELY that when she leaves that position, her 'work' (flyer in this case) remains property and (maybe) copyright protected, by the school, ie when you design a rocket while emplyee of arospace, and you leave the company for any reason, you do not get the 'right' to take your design with you and say to your past emplyer 'you cant have a copy, its MINE (whine)'.....

Well, I'll reserve the comments I'd like to write and stick to the issues....
I'd say:
1. She *may* be correct that she likely has copyright. The issue hasn't come up, because most folks aren't so (holding words back here).
2. However, if #1 is true, then #2 is off on one important point. If she does have copyright, then it's not that she is *unable* to forward those. Instead, it's that she doesn't *want* to. Big difference. If she has copyraight, then she can do whatever she pleases with the files.
