Question: amending the bylaws

We talked about amending the bylaws of our PTO at a previous meeting. At our last meeting, the changes were listed on the agenda, talked about, and no one had any objections. Do these changes take place immediately or do they have to be reread at the next meeting?

It sounds from what you are saying that there was consensus at your last meeting, but no show of hands or voice vote. Even though you didn't strictly adhere to Robert's Rules, that's probably enough to consider them passed, as long as they aren't controversial. If there is any disagreement or controversy, you should probably take a formal vote.
