Any group can be a PTO without paying dues to a national organization. I think that is what you are asking, yes?
PTAs must pay dues to their state association and the national PTA (and sometimes a county or Council level, as well).
Some PTOs choose to enroll in an offering that we have called "PTO Today Plus" which has some membership-type benefits (group rate insurance, for example) -- but that is not required of PTOs.
