If you live in NJ it is illegal to have a lottery tree for a raffle item.
You can give them as a door prize (or goody bag) but cannot use as any prize that the guests pay for a chance to win (either on it's own or as a basket).
It is considered re-selling the lottery ticket and that is illegal.
Check with your state to make sure.
The state had to come into the gift auction for my son's elementary school because there were people showing up with their own tickets and putting them in (a lot) to increase their chances, then selling what they won.
The person that was there from the Legalized Games of Chance Commission told us that they are illegal.
