The others are exactly right, either you spend the money down before you leave or you transfer it to another non-profit - usually the school - in accordance to your bylaws.
Incoming Kindergarten parents are often very active. You might leave it that the money will be used/transferred as specified in your vote unless there is an active PTO in place by a certain date, maybe the end of September.
Your problem of "no officers" may be a show stopper, but maybe someone will come through at the final moment.
However, if part of the issue is attendance at meetings, you might reconsider that structure. Our school/PTO did away with general meetings years and years ago. At first I thought it strange, but acutally it works out well. We have two per year, one in August to approve the budget, one in May to elect officers. These "meetings" are usually 15 minute sessions strategically placed before a student program.
Meanwhile, we have a large Board of 25-35 people that meets monthly. Meetings are open to anyone who wants to attend. We seem to do okay getting parents to volunteer for the individual activities. It appears they are willing to help - but not to come to meetings.
We cover this scenario in our constitution and by-laws. If our PTO would disband, any money left would be distributed to the school. If the school closes, the money would go to the school district. I'm sorry to hear that your organization my end it's existence. We had huge discussion about attendance and participation at our last meeting. People just don't like coming to meetings. We see it every year where we start out with huge crowds and they gradually dwindled to a handful. We joined two schools together this year and while we had great turnout at events and raised tons of money, we struggled to find volunteers. I called people, approached them at school and other places and the common response was--I have "such and such" going on and I just don't think I can make it. People are SO busy and with the economy I think we will get hit even harder in the volunteer area as spouses who had been staying home enter the work place to try to make ends meet. Also, I'm not sure that the folks who came from the other school have quite settled in to a comfort level where they want to participate. I actually kind of expected it because the PTO President from the former school said they had problems getting volunteers and never had people at their meetings. The lady who is nominated for President next year says she can change it and I wish her luck. I think it might improve some as those parents I mentioned before have come to events this year and seen what goes on and may feel more comfortable with jumping in next year.
I am assuming your PTO has bylaws. They should have a section of disbanding the PTO. I know if a PTA disbands you don't have to worry about the money because the national/state PTA will swoop in and scarf it up.
I bet you can find some people to take the positions if you asked the people you see around the school the most to take over. Do it face to face where they have to answer instead of staying quiet like they do at the meetings. Most people see that noone else is speaking up so they don't speak up either. A group sycosis of assuming that someone else will do it.
Usually during our April meeting, we hold nomination of officers. Well nobody was willing to take on any position.
I have written a letter to the parents today asking them to come to our May meeting.
What do you do with the money if you disband? We usually have a $4000 balance at the end of the year.
I'm sure we will not disband but what will happen if we do? My child is transfering to another school next year so, I cannot continue as our president.
Please our meeting is on Thursday, I need answers fast for the meeting to let the members who do come to know what exactly will happen.
