Debit cards aren't inheritently good, evil, or anything in-between. They are just a tool that, in the wrong hands, can lead to financial abuse. Your PTO needs tighter fiscal controls to put a stop to the president using PTO funds to float her personal expenses.
Our PTO president used our debit card to pay off her Target credit card, withdraw weekly "paychecks" of $500 for 2 months and then pay off her citicard balance.
Debit cards are EVIL!!!
We also have a debit card tied to our checking account, and it makes it much easier for me to purchase things when I'm out shopping on weekends and find a great buy that we can use for PTO. I'm not trying to track down the treasurer to get a check and then go back to the store. We do have a small PTO so my board gives me the okay on purchases very easily -- they know I'm not going to go out and buy everything we stay on budget.
Our PTO president and treasurer also have card linked to the checking account. It makes it so much easier. I don't know if I would be in favor of an acutal credit card that might be opening a can of worms.

Our elementary PTO had a debit card tied to the checking account and had no problem getting one-in fact, it was the bank personnel's idea. Now I will say that the group is a recognized 510c3 organization, so maybe that was the difference.
