You would be better off calling banks in your area and asking what their policy is in regards to non-profits and bounced checks. At our elementary, my co-prez and I moved our account to a locally owned bank just because they were much "friendlier" in their policy toward groups like ours.
May I also suggest that you start with your current bank. Sometimes fees for such items as bounced checks are just automatically charged(most things are computerized). In an effort to help out your group(and get some goodwill), your current bank may be willing to flag your account to ignore those charges. It never hurts to ask.

" spawned a comment that mentioned a resubmit program through the bank that doesn't charge for multiple re-submittal. Does anyone know what banks offer this program?
I am moving into the Treasurer position of our PTO and we have a rather large check that bounced. I know it won't help with this particular check, but if I can possibly make a bank change to be proactive for future bounced checks, that would be great information to have to propose to the new board.
