I agree if they're not currently on the board- Heck NO!!!!

I could maybe see if the principal was a signer because he/she would be available at the school to sign any checks the treasurer needs written right away. Also the principal would most likely be aware of any activities the parent group has going on that would require checks to be written, but just having some teacher that the treasurer selected who doesn't even participate in the PTO makes no sense.

I'm with One, check your bylaws to see what they say and then follow that policy. If your bylaws have nothing relating to this issue then your executive board and membership need to discuss this issue and develop a policy.

Check your bylaws as it may be clearly outlined there. But I would say Heck No to having someone that is not directly responsible for PTO business to be a signature on the account. Working out schedules and times is part of being a major role in the PTO. Not that this is recommended by any accountant, but the President could sign ahead say, 10 checks so the Treasurer can have some ready for when needed. When they are used and the President needs to sign 10 more, that is when he/she can go back and check who they were made out to. That way both signatures are by an Executive Board member and both are knowledgable of where the money is going.
Having a teacher that does not participate in PTO business & has no knowledge of what is acceptable or not has no ethical responsibility to make sure the checks are for a valid PTO purpose. It would also implicate them in any "issues" that may arise.
It should definitely be current Executive Board members; preferably the Treasurer and President on the checking account.

At our first executive meeting this year, we ran into a problem. Our checking account requires dual signatures. Our pres, vp, and tres. all have signing privileges. For convenience, the tres. wants a teacher at the school
(pres 3 yrs ago) to be a signer on the checks. This teacher does not attend any meetings. As pres, my concern is that she's blindly signing checks without knowing their purpose. Isn't that the purpose of having dual signatures? To be sure that they are used for intended/voted on purposes.
Please help, most committee members think it's ok, but should there ever be a "legal" problem... I just don't think it's right.
