My groups bylaws have a carry over requirement of "$800 minimum but preferably $1500" for the General Fund. Any other amount can be spent at the end of the year or allocated for committees and/or expenses for next year.
The General Fund is for start up and surprise stuff prior to our first fundraiser.

We are having our last budget meeting this week to prepare the final budget to present to the whole pto 1st week of June. We have some people on the committee that wants to spend as much as we can where a few of us want to get some for a rainy day. What do others do for their budget. Do you hold back a certain percentage for "surpise expenditures" that may occur next year?
