Sounds like things got a little sideways and it's lucky for them that you came along when you did. The easy-breezy approach is fun for awhile but eventually someone has to be accountable.

we do have a monthly treasurer's report to approve. I have noticed a couple of times this year that there has been checks written out to a parent for $700.00 for our santa shop and no deposit of the change (for example). I never said anything because of me being the "trouble maker" and tired of me being the only one to stand up to the current board. shame on me!! now that's going to bite me you know where. i just hope everything finally adds up.
Also m2gymmom, about your 'recruiting new moms' question - I think it's great to recruit newer moms for committee chairs. The executive board is there to mentor them and there would be some returning committee members to help out.
And a big plus is that newer moms never really know what they're in for until it's too late to back out

Regarding the audit - our books are audited each summer along with the school's so it doesn't cost us any money. Having some sort of 'official' process in place takes the personal issues out of it. You would never have to say, "Gosh, Mrs. Jones, your numbers look fishy. Let's take a look." Instead, it's, "Gee, audit time. Let's get everything turned in for review." Probably an annual review is plenty.
Also, our group has a Review of Treasurer's Report on the agenda every month. It's on a spread sheet that the treasurer prepares so it isn't an official audit, but it keeps everyone aware of the funds going in and out. And it encourages the treasurer to keep her numbers up to date so there isn't a mad rush before the June audit. Do other groups do this monthly review?

it all depends if the audit COSTS MONEY or if its free. for 120 kids, an external audit twice per yr could eat up a lot of donation monies...but if its FREE ie some knowledgable PTOer does it, then yes, i agree, spot checking whenever is not a bad idea, but it needs to be done by someone with the CPA background otherwise its not worth much, just makes people feel good.
