Crying Meeting Attendee

Have a problem.....for the past two years there is a parent who cries at our PTO meetings. She seemed shy and quiet at first, but once she discusses an idea, you can see she is getting very nervous and tense. If the discussion does not go the way she wants, you can see the tears start to flow and she usually mentions she'll be quitting her committee (if she doesn't get her way.) The current PTO board is walking on egg shells with her. Any ideas on how to get her to stop crying at meetings without insulting or offending her? She seems nice, but it's getting quite ridiculous to not be able to express ideas freely without worrying that "Crying Mom" will be at it again!
