Question: Can a PTO own a donated vehicle (Art Car)?

We have a donor who wishes to support our school's interest in designing an Art Car. Our Principal is on board with it and parents are donating funds but the PTO President is unsure if the PTO can accept the donation and pay for liability insurance (the funds would be donated to the PTO for this and all other costs). I know that a number of other schools have Art Cars -- does anyone have any facts to help us understand our options? Thank you.
