Question: Might a Secretary also be a Committee Chair?

I have two slots and one very capable volunteer for a tiny little PTO. Is there a potential for conflict?

Unless your bylaws prohibit it, it shouldn't be a problem. In the groups that I've been involved with, the secretary's job has pretty much been to go to the meetings and take minutes, so they have usually taken on another role as well.
