can a president of a nonprofit organization make a decision without the membership voting when it involves protecting the organizations bank account?

Specifically how your group functions depends on your bylaws, but in general administrative business can be conducted without a vote of the membership. You might need a vote of the board if the decision is significant, but changing banks, for example, likely doesn't require a vote of the full membership. In addition, if there's an emergency, as you seem to be suggestions, you should probably err on the side of taking action rather than being overly cautious about rules.
