Is a PTO considered a charitable organization or a non-exempt organization?

Depends whether they file for Federal tax exemption. I don't happen to know of any PTOs who have not filed to be a charitable organization exempt from Federal taxes, but there are some who do not. I think the ones that do not fail to do so because either they are very, very small, so they don't have to, or just out of ignorance.
