In regards to DC items, I live just outside DC and have not had any luck in getting anything but the Spy Museum. I had no luck with Madame Tussaud's either. There are a lot of schools in the DC area as well as surrounding counties so I think it is hard to come by.
Flags that are flown over the US Capital can usually be purchased through your local Congressman. If you have a specific date and enough notice, they can usually even do that for a special occasion.
