Ours is actually run by a local ice cream shop. They come in with all our ice cream pre scooped for the the pre sale tickets and a freezer full of ice cream flavors for parents buying that night.
We sell our pre sale tickets for a lower price than at the door price. This is also in conjuntion with our book sale that our librarian runs.
Its a really great family event.

We just had our first one on Friday night. The committee got the local firemen to bring out their firetruck and a local magician put on a show for the kids that used them and parents as assistants. All the kids got a certificate from the magician for being involved even if they were only in the audience.
Havoc? Yes indeed. Make the ice cream fun: many toppings, ice cream floats, popsicles, etc.
Also, ice breakers and activity stations. I'm not too sure how large your social will be, but I found that if you lay a large piece of kraft/butcher paper across the floor and have the kids decorate parts of it, it will keep them engaged.
