Our school district also implemented the healthy snack too. My son says his one sixth grade teacher still sits and drinks Mt. Dew in front of them anyway.
In order to get perfect attendance, the student must be in school every second of every school day in our town. Doctor appointments are to be made after school, yet our doctor makes his last appointment of the day before school lets out. So I schedule appointments on days we are out, or on early dismiss days. Every second of every day...My son almost did it a couple of years ago, but got sick 1 1/2 hours before school was out one day...the only time he missed all year. Knocked him out of perfect attendance. Last year he made it!!!!
California- does it, too. Thats why they request no Dr visits, early vacations, funerals, etc be during school day- in LAUSD its also tied to how much $$ is given for school cafeteria program (including how many free- reduced applications are filled out- not approved)

a little off topic, but still health related,,,our kids arent even 'allowed' to be sick anymore....the school loses money for each sick day. in olden days, school still got money when a kid was out sick. no longer it seems. same with family funerals etc, there is no more absence that is reimbursed. man, tough times for schools. thats why they needed to sell the junkfood cuz the state is cutting funds LRandCenter.

heres another twist, my kid gets PE asssigned as homework - every night at least one grade (have no clue about all others) get assigned pushups, situps or 20min of 'turnoffTV and get yuor butt outside to play and keep a log of all you do'...thats OK by me i dont complain, but its too funnny that the schools are telling parnets to get in gear, whereas they themselves seem to be doing nothing but reducing or eliminating PE alltogether during class time, so they can concentrate on math and reading , get highter scores, to get teh shcool a better rating, and therefor MORE MONEY for the school.
i dont really complain, we have the best principal one could wish for. but politics and numbers games/scores and all the rest of, is really off-putting and makes it all seem its not focused on the child anymore, education. all on policitics and money. oh well. i really do love our school, teachers, and principal. no complaints about the personas,jst the politics of it all.
