I'll start off by pointing you to some documents and templates that you can download and use for connecting with teachers so you can get a sense of how to help them and work with them. These are on our File Exchange:

In more general terms, are you thinking about starting up a parent group at your school or are you going to work more informally with parents?

If you are looking for ways to more casually connect with parents, we'd suggest putting together some kind of low-key family event at the school. It would give you and other interested parents an opportunity to connect with other parents, seek out some other volunteers and give the whole school a sense of community. Given that you do have a small school, you could try a pot luck dinner. That way, you wouldn't have to worry too much about raising funds to cover costs.
