Questions about Leadership

We are havign some problems with the runnign of our group. Is there a was we can get some information on the leadership roles of Principal, Teachers, and then PTO officers.

Our group usually gets about 4 to 5 parents at a meeting. This is because most of the time our principal vetos all suggestions from parents. Then they go with what they want. Also if something is dicussed and voted on with the parents there at that meeting, the next meeting (those who lost the vote) they bring in ringers and discuss to topic again. I am new to the PTO and got voted President. I am really at a loss as to why this happens. To me if it is voted on at one meeting and decided on by the parents and staff, why do they need to bring it up again. It is only to get what they want.

Any help on this matter would be helpful.
