Bottom line with or without bylaws, if the motion was made and the business finished then it should NOT come back for discussion the next meeting. This needs to be stopped, may be hard but point blank you can't keep working on the deal until everyone is happy, you will NEVER make everyone happy. Stick to your guns!!
First thing, asap, get a committee together and start working on those bylaws. I believe you can find sample bylaws somewhere on the PTO Today website. Ask neighboring schools to view theirs, as well. If you truly don't have any (as opposed to someone just not knowing anything about them), then you've truly got a clean slate, which can help curb some of your problems.

Well our vice president just went to the school today and asked for a copy of our bylaws. The word was "We don't have any." I was really surprised. How do I go about getting a copy of them. Is there a generic out there?
I think this would all depend on what kind of items they are trying to pass. Always refer to your by-laws on the voting procedures. As a PTF President, I develop the agenda and encourage all attending to stick to agenda topics. This may also be a good time for you and your exec team to meet with the principal to find out what he/she expects of your group and why so many problems with "issues".
Well put! Bottom line, refer to the bylaws. Likewise, if it's not on the agenda, it won't be voted on. Definitely look at your bylaws though, especially pertaining to voting. An amendment may need to be added if it's not covered.

Do you have bylaws that you use? If it was put up for a vote and was rejected or passed thats it. Also do you follow an agenda at your meeting. We have a questions or comments at the end of our meeting, but we don't put anything to vote at that point unless it was on the agenda and table it for the next. If you have an agenda then the topics are spelled out and you don't have the topics going all over the place. You also have to reign them in when the get off topic and say lets stick to the agenda.
