I think this is well within the PTO realm, as long as it's within your budget.
You could have a one time only special fund raiser just for the rugs. Give it a snazzy theme like Magic Carpet Ride (think Aladdin, not Steppenwolf) and have all kinds of fun with it.
If it isn't something you can do all in one year, maybe you could spread it out over a two or three year period so that eventually every classroom has a new rug.
My team once bought all new chairs for the teacher's lounges because we believe that happy teachers make happy students!

Many of our teachers need new area rugs for our classrooms. The principal asked if this is something the PTO can do. We could to a point maybe share the expense with them or something, but I know we can't afford to pay for 8x10 area rugs for all our teachers which would be about 75.
I know they need the rugs we have a cold climate her in Buffalo and lots of the childrens activities for a primary school are sitting on the floor for circle time and what not.
I don't know if this is something the PTO should be responsible for. How have other PTO's handles something like this.
Also if it is something we're thinking about should we bring it up for a vote to the parents??
