It is really up to you to do it whatever way you think serves your school better. We are doing ours only for our kindergarten parents and we will be providing PTO information to them.
There are other logistical reasons for us to do it for only for the Kindergarten parents, but typically our kindergarten parents do not really get involved all that much until First Grade, we are hoping that doing this for them and welcoming them in on the first day and talking to them about involvement will change that.
Our breakfast is for all our parents. We call it the Boo-Hoo breakfast because we are particularly reaching out to those kindergarten parents who might be struggling through that morning, but it's designed to give everyone a chance to gather and chat.
Our event is scheduled to last for an hour but usually stretches to an hour and a half(until the cafeteria ladies chase us out so they can set up for lunch). We start it at 8:30 because that is the time you can drop your kids off. If the kindergarten teachers seem to have a parent who is reluctant to leave, they encourage them to come down to the breakfast so they will be out of the classroom but can get comfortable in the school and calmed down before they leave.
We get donuts, muffins, juice and coffee and serve buffet style. One person can handle keeping things filled. We also have PTO pamphlets and any other pertinent info displayed on the table. We really do provide Kleenex and even hugs for those who need it.

I have read the posts regarding the Boo Hoo Breakfast and I am not exactly sure what you do. I understand it is for incoming kindergarten parents and a light breakfast is erved but are you offering PTO info or just providing a meeting place for the new parents on their first day? I am intrigued by the idea and would like to learn more about it! Plus, if anyone has the flyer they used I would love it if you could email it too me!
