Since you apparently already have a date for the event then it must have been previously discussed at a meeting, is this correct? Or is a reoccuring annual event?
Also, if you have already approved a budget for the event then I don't see a reason why preliminary planning can't be done. If there is no budget yet but the event has been discussed then she could go ahead with plans that don't require spending, i.e. volunteers, locations etc.
I know it is frustrating for you as the new President and it must be just as frustrating for her to fill a role she is unfamiliar with-not being in charge.
Try to see if there is a way that you can accomodate her and keep in step with your bylaws. If you don't see that as an option or the event absolutely can't be planned until the meeting, then try to recruit from the meeting or start making phone calls after it's approved.
I would definately not try to take this on yourself. It's a great way to burn out too soon and lose your interest.
Good luck

 I am a new president at our school, last year I served as secretary. I am very excited about this year and have a lot of new ideas. The problem is last year's co-president is also a committee chairperson this year. She wanted the okay to go a head with plans for an event before we have a meeting to present it. The event is month and a half away, and she is unable to attend the meeting to vote or discuss plans. I told her I would let her know right away about the decision of the meeting. Needless to say, because I wouldn't approve her request she quit the committee chair position. Now with being new president, I will have to recruit a new chairperson, or plan the event myself. This person did not want to be president, but wants to tell you what needs to be done, and you except the responsiblity and complains. She is a wonderful person, and I'm sure she realizes the responsiblities she had of last year with herself. Any advice would be appreciated!
