Can a new principal change the bylaws? And can they have control over anything to do with PTO? Our new principal has changed the bylaws and is making it difficult for us to do anything!!! Please answer my question?

We work closely with our principal, but are not controlled by her. Here are some tips that have improved our working relationship.
1) Everything we do for the school is in writing and is approved by our principal.
2) At the beginning of the year, the principal submits a teacher's wish list with the items prioritized. We then prioritize this list when determining our spending goals
for the year.
3) I try to meet regularly with the president off line to exchange ideas and build a relationship.
4) To encourage our principal to come to the meetings, I schedule the principal in the beginning of our meetings so she can share and leave if she needs to.
5) We are open to teachers approaching us for needs, but we ask that all the teachers have the principal sign off on their requests, so she is included.
It has taken me three years to build a good working relationship with our principal. Communication is key and it takes time to build trust. Our principal knows that
we are here to support the school, the staff, and the teachers.

This really depends on if your principal holds a board position on your PTO. Our dose not, she attends our meetings and answers questions that need her input, but dose not tell us how to spend our funds. That is what a regular ed budget is for, the principal to spend.
When a principal starts telling a PTO, PTA or Parent Club how to spend their money he or she is then controling all "school" funds, and isn't a PTo's role to improve the school with extra things (like enrichment classes, field trips, assemblies, carnivals etc..)that can not be funded through the regular budget!
