One PTO sending $$$ To Another

I've read lots in the "funds carried over" about PTO's wanting to give the kids who raised the $$ the benefits of that money. We are in a similar but different situation and would like some input.

Our new school is scheduled to open in the fall. We will receive students from 4 existing schools based on redefined boundaries. The largest percentage will come from one school. They have a rather large "carryover" according to recent budgets. Each year they give $5 per student to the teachers for supplies at the beginning of the year. They are deciding whether or not to make a start up contribution to us, but I have heard that one consideration IF they do, they will take that $$$ out before they give us a percentage, if they decide to go that route. That same amount $5.00 per kid would go to those teachers if all these kids stayed there instead of going to the "new" school.

Don't get me wrong, we will be grateful for anything we get - but if the idea is to spend it on the kids who raised it, then wouldn't it stand to reason that what's in the bank on 5/31 - they would take the percentage of students coming to our school and apply it to the balance?

I'll get off my soap box and wait for your replies.

Thank you.
