I am presently the secretary of a school that has not had a PTO since 1992. So we are new as well. We adopted (with a few amendments) the bylaws from the 1992 PTO board. The bylaws with our amendments established the following committees - Phone Bank Committee, Nominating Committee, Refresment Committee, Fundraising Committee, Finance Committee, Budget Committee and Auditing Committee. We also had an informal Yearbook Committee since the school has not had a yearbook in quite some time. Hope this helps.
