New PTO starting...Principal signing checks

Our principal and one other person are responsible for signing the checks. We have learned from a bad experience. We had two PTO members on the checking account. Then low and behold both left at the same time leaving us in a situation. We had no access to the funds, not to mention that they could of taken the whole fund. Thank goodness they were not the dishonest type. They could of ruined us for good.

There is so much to write regarding background but I don't want to take up too much time. The long and the short of the situation I'm struggling with is this: we are a new school, striving to set up a new PTO. Our principal is currently a co-signer on the checks. The principal's desire is to remain a permanent co-signer on PTO checks by even placing this in the by-laws. This truly bothers me but I'm willing to be re-educated. Please let me know if there are any PTOs/PTAs out there where the principal is a signer of all of the organizational checks. Also, please let me know your feelings about this situation. We still have time as the by-laws will not be voted on until January. Thanks in advance....
