We do not have by-laws written for these problems:
1. Is it OK to have item on budget, not able to purchase for this year, but carry it over to next years budget and let them worry about it?
2. Our PTO has done well the past two years and we have almost no participation and have decided not to do a BIG sping fundraiser but something small. We have plenty of money to cover budget and have plenty to start off next year. Our principal wants to deplete our bank account to a 0 balance. The board does not feel that would be appropriate since we will need start-up monies for next year.
