I wrote my own app for directory management -- adapted an e-mail program so I can send an e-mail to everyone in the directory to confirm their info for the next year (after automatically updating the grade levels). It then exports to an MS Word mail-merge. npopuk.org.uk/schooldir/schooldir.html
This one does not have budget management, but we were able to track some financial info such as our donation fundraiser. MySchoolAnywhere. They offer an option for an online directory and mobile access, too, though our school decided to forgo those.
