Can you sit down with the retiring president before the end of the year to walk through some of the details? Create a list of questions before the meeting so you don't forget anything. Or maybe you could just give the questions to her -- it sounds like she's pretty task oriented; she might just answer them in writing.
Another source could be the principal. If the principal has been around awhile, she probably knows some of the details you might not be aware of. Either way, you should schedule a meeting with the principal to talk over goals for the coming year.
Finally, don't feel like you need to do everything the way it was done before. Get your new board together and talk about what you would like to accomplish. You can set your own path. As Rose suggests, starting by building involvement and getting more people excited about the school and the PTO is a great start.
