I understand that it's frustrating. If the district is "behind you", demand that they dismantle this little fiefdom. If they are not willing to back up their words with actions, meet with the other school representatives privately to discuss a grassroots re-org movement. Afterall, these two have no real authority without by-laws so there is no reason why the schools need to continue participating in their farce. Refuse to do so and move on without them and in the direction you wish to go.
Actually we don't have by laws. They are pulling every trick out of their hats to block them. No time on the agenda, going off topic to waste time, intimidation, etc. My co chair and I have put out a sample agenda, a sample vision statement, and a proposed leadership structure as a place to start a conversation to create by-laws. We are very frustrated. Part of the problem is we completely re-organized our high school parent org and they didn't like it so we have a feeling this is part of that. It's a shame, we have complete school district administration and board support to create a potentially dynamic effective parent group and these two are really discouraging people, they just don't want to take the time to deal with them.

With lots of publicity and grassroots efforts and fundraising, this new group would circumvent the existance of the PTO. In fairly short order, those board members would find themselves presiding over nothing.

We have a situation with our town wide PTO. The 2 people that have run it for the last 18 years won't leave. We, as a committee, along with the superintendant, board of ed members, and parents have been trying to get at least guidelines and nominations in place. They have blocked, blocked,blocked. The general concensus is that since this year the superintendant wants to have the chair act as a "conduit" for parent concerns/interest these 2 aren't leaving for this reason. To make things worse they don't even have children enrolled in the district at present. They have argued that since they are grandparents (pre-k, K) they have every right to participate. We have no objection to them attending, just not holding office or being a voting member. In addition one of them is the vice chair of one of our town political parties, and there is a perception that this is one of the reasons they aren't being ousted. The attendance of our town wide meeting has become a laugh, it's the same 3-4 schools that attend and we have 11 schools in the district. My schools co chairs and I are ready to quit, nothing ever changes and it just seems to be a forum for 2 people that have nothing better to do.
