Pres. taken over PTO - Principal no help

The president of our PTO has re-elected herself for the 4th year in a row. She has had no PTO meetings, there have been no votes or elections.

She also has a friend on the board who doesn't even have kids at our school. The bylaws have been by-passed and they are no where to be found. There are no meetings so we don't know what the budget is or even what the money has gone to for the past 3 years. She has intimidated everyone who wants to volunteer and now there is hardly any parents who care about the PTO.

The principal says he can't do anything. What's the next step?

Please don't say ... "she can't do that" ... because she can and she is.

Is the school board next? What do I say to them?
