There should not be a problem with selling them to scouts for cost or a little above-- whatever you decide-- make sure to make a receipt for the sale and deposit the sale in your carnival account-- the paperwork will help with the end of the year accounting--
And you didn't purchase prizes with the mind-set of carry-over for next year-- so great community togetherness I say-- then when you need to do a school clean-up or plant flowers -- ask the scouts to come help-- I'm sure they would love to and they get credit in scouts for a community service project.
I don't see why not...as long as the proceeds go into your carnival fund. I would do it...but there are others here much smarter on the tax aspect of things...

Hi, we recently finished our school carnival and have prizes and crafts left over. Our original thought was just to keep them and reuse them for next year, but we had a parent ask if she could buy them for her Boy Scouts meeting. Is this ok?
