Depending on what you plan to do - yes you can definitely create it yourself.
However, I found when we did scholarship certificates last year, that if I wanted an elaborate border, it was better to buy the blanks at an office supply store. Using home printers (and I have 3), the ink from 1.5" dark green border tended to saturate the paper, leaving it slightly wrinkled when it dried. Also, home printers won't always perfectly center the border.
If I had been using a less ink-intense design, it probably would have been fine. But we wanted the nice paper with the really rich border. So we used the blanks and just printed the text part with Word.
There are also various templates available from Microsoft.com (put "clipart" in the search to quickly find the user area. Then you'll see tabs for templates, tutorials, etc. Look in the template section.)
Certificates of that nature are really simple to create using Word. Use the landscape setting and center everything. I add a graphic of our school mascot, a blazer dragon and an area for the Pres to sign. I put on a page border. I print them on a neutral color card stock in color and that's it. I save everything and simple change up the names of the business as I go. Easy and quick to do.
  I am searching everywhere I can think of and can not find anything. I am looking for a certificate that we can give to businesses who donate to our PTO. If anyone has one they wouldn't mind sharing that would be great. Or if you know of a web site that has examples on it please share. I really need to get some out but haven't been able to find any that we could personlize. Please send to This email address is being protected from spambots. You need JavaScript enabled to view it.
