Does your PTO fund hardships?

We received our first request of the year. It came from a first grade teacher asking the PTO to fund snack for a student whose guardian is claiming hardship.

The Principal does request funds for fieldtrip and Kindergarten snack hardships. The school is required to supply our Kindergarten students snack.

Are there any other PTO organizations out there that fund hardships and if so are there guidelines?

We do have a Mission Statement in our By-Laws,

a) To promote the welfare of children and youth in home, school and community.
b) To bring closer the relationship of home and school so that parents and teachers may cooperate intelligently in the education of the child.
c) To provide service for school functions, engage in fundraising projects, encourage parent, teacher, and community involvement, and cooperate with school administration providing educational opportunities as deemed appropriate by the membership, which could include, but is not limited to;
