Start earlier--Consider holding nominations earlier in the year (like Feb/Mar) and then elections in April/May. The new board can hold their first meeting at one of the last events or in June and you'll usually find more folks in the PTO mindset. Come August I would think most of the target population is not really interested in a meeting scenario.

Our school is just 7-8 grade.Election was at end of Aug. at first meeting not sure who called the meeting.No old officers except one present.My question is what suggestion would you have to improve on next years election.
