We chose PowWeb over godaddy and bravenet. There are many options and each of the companies has slightly different offerings.
A single home page on the school site is good, but you might have to get any change to the web page approved by the school before publishing, which might be tedious. It was for us.
If I had $0 and wanted to get started on a site, I'd either start with orgsites (great calendar feature, but limited -- good deal for free) or one of the services that advertises on free accounts and later lets you upgrade to ad-free and add your domain reg (like freeservers.com).
Our site is capepto.org, and it is doing the job for now. We have a lot of work to do on it though.
Have an idea how you want to use your site before shopping around.

Thanks for the replies. I think I will go with a free site just to get something up and running. When and if we start operating with a positive balance maybe I can upgrade! Our school is 75% low income and we don't get a lot of involvement. Today at our Open House there were 5 people that joined PTO (out of 900 students). We'll keep trying!

we use bravenet.com. I think it was 100 bucks for 2 years and 40 for the domain but we've really gotten a tremendous amount of positive feedback from it. Our website person is fabulous so that helps. brentpto.com

. The address is easier to remember than the schools or the orgsites, freewebs or any of the other free ones. The school puts our website on the school sign because it is so easy to remember too.
I use orgsites.com for our site. It is a free service and is pretty easy to use. The site provides you with template pages to work with. The website does have some limitations, but for a free site it is very good. I was able to get our school to put a link on their site to our group's site to make it easier for parents to find.
