It sure sounds bad. Does the PTO realize how bad that sounds? The school could just have a background check rule if that's the issue.
Our school has a few great classroom volunteers that never come to PTO, they work second shift so we understand. They are still doing their part for our school, and that's the whole point.
read your school board policy manual and see what it says.
what does it say about school visitors?
as an example, we can attend class parties, concerts, on off monitoring on a field trip, help out at special events, pick up and drop off without a background check.
we cannot however have REGULAR contact with kids (classroom volunteer, etc), for health and safety reasons, without a TB and background check, and that rule comes FROM THE SCHOOL BOARD and not the parent group.
parent groups cannot change or embellish school board policies so go read your manual and you will have your answer.
we CANNOT however, vote or be on exec committee of the parent group, without joining.
a public school is open to (almost) all and attending class parties should be open to any parent (unless they are a convicted sex offender or there are other legal reasons they cant (or shouldnt) step foot on school grounds)
Unfortunately this seems to be becoming more prevelant
A parent should not (IMO its illegal) be made to join a PRIVATE NON PROFIT to participate in ANY public school facility, event, be involved in their childs education at a public school
IMO these kinds of policy show the complete and utter stupidity on the PTA, PTO and schools part (to have this kind of policy)

Sounds to me like they borrowed this rule from a strict PTA. We have a PTA in our area that has the same rule. If you are not a member (meaning you have paid your dues) and are not in good standing (whatever that means) you may not patricipate in school functions, nor volunteer to be a chaperone or anything else that is school related. They said that it had to do something with insurance. Sure glad we are a PTO!!!
