Well, dram, it looks like this is a tricky project. I've never done this myself but if I were presented with the challenge I imagine I'd take the following steps:
1. Form a committee which includes you, the principal and one or two teachers, at least.
2. Asses the current playground.
3. Determine what can be salvaged and what can't.
4. Decide what you'd like to add (items and costs).
5. Identify funding sources.
6. Schedule time to meet with the school board.
Of course, this is just a start. Each step needs to be fleshed out but at least you'd get an idea of the direction you're going.
