You are lucky they inform you of their decisions. I know of some that dont even do that. But then, no one seems to care. So it may well be, if I can be devils advocate, that they assume the parent body is not interested in their meetings/votes on purchases etc. There is a bit of that mentality around too. Maybe if you tell them youd like more input, they will welcome you with open arms and get you to handle the ballot box! You just never know. Dont assume they are keeping things from you, sometimes if the wheel doesnt squeak no grease gets applied.

I am a very frustrated member of the PTO. It seems as though the 4 officers have all the decision making power as to what should be purchased. They vote among themselves and then inform the rest of the PTO as to their decision.

Is this the norm?
