As I'm sure you know--your treasurer has apparently lost her mind, and is completely overstepping her authority.
Presuming you have bylaws and that you're not a separate entity but under the school's authority:
- I don't know where she gets off thinking she'll recommend another election -- though I suppose she can recommend all she wants but if your terms are for two years she'd be wasting her time.
- She must be crazy to think only she sees the books, especially if you had a past incident. You (and your officers) as well as your principal run the show, and if she won't hand over the goods I'd say you'd need an election to fill her position. This auditing etcetera should also be in your bylaws. Even if it's not she's way out of line.
You have every right to be aggravated and seem to be on track with the resolving the problem -- Good Luck!

What little I do know about my new PTSO, I do know this: the checkbook and ledger remain in my school's office, and frankly that would be my personal preference regardless who was the treasurer (ours is currently an employee of the school district). Our school employees are licensed, bonded, & background checked (or so we hope, right?) whereas parent volunteers are not. Also, your school probably has more secure methods of storing financial documents than most people would happen to have in their homes. How will your PTSO recreate your only ledger if she has a house fire? What if her home was burglarized and the checkbook stolen?
Several of the PTO Board members have had a personal issue with the treasurer and her actions in other areas besides the school. Because she is upset she has decided to make things a problem with the PTO. We are all Officers- she being the Treasurer. She refuses to allow any of the other officers to see the checkbook, ledger or reports. She feels that she is solely responsible for the finances and we should be satisfied with a copy of the reconciliation each month. We assist with any shopping needs so we are all signers on the 2 signature checks. She wants to recommend to the membership that we hold elections this year because "you guys have been in long enough' and I cant make her understand either that our terms are not up until June 2006- we were voted in to begin July 1, 2004 for 2 years. Plus I need to determine the amount we have to spend on upcoming items, etc. - so I can revise my budget if needed.
