We sent out a survey using a program/system called Survey Monkey. I am sure there is information about it online. We asked the parents many different questions spanning numerous topics, including which fundraisers they liked/didn't like.

I'm of the same opinion as you-- sometimes you need to change things up a bit--
Times are changing and parents just don't have 16.00 to buy gift wrap anymore-- they are buying the .99 wrap from the dollar store-- We are going to put out a survey this year to see what parents would be willing to participate and help with as far as fundraising events go. Somethings are a tradition, they just need to be revamped for the changing times--
The elementary group I was involved with did survey a few years ago with questions about our fundraisers. We had done surveys before, but focused mainly on programs and involvement, but this time we had thrown in the fundraising questions for the very reasons you are stating: same fundraisers for several years, along with some reasons. We were pleasantly surprised to find that the majority of the parents who responded liked the fundraisers we were using and didn't want to change.
CC states several reasons as to why someone might choose to run the same fundraisers year after year and most of those reasons applied to our group. All that being said, I do feel that it is important to survey your parents regularly to get their feedback on fundraisers and to have yearly open discussion at a general meeting as to fundraising thoughts and ideas. It is easy to get stuck in a rut and sometimes you might need to try something new just to liven things up.
It's great to know that there are parents like you out there who recognize the PTO's work and actively try to get involved.
Does your group hold open meetings? They should. Attend one so you can meet the fundraising chairman and ask a few questions. Of course, go with an open-minded, information gathering approach. If the chairman feels attacked you might not get very far with her.
You might find out that she feels she has very good reasons for running the same fundraisers year after year:
1. It works and is convenient for the majority of parents/students at your school.
2. There is an existing contract with the fundraising company.
3. There aren't enough helping hands so it's easier to go with a well known if less lucrative event.
4. It's always been done that way.....
Perhaps by attending the meeting you can help bring in some fresh ideas and some like-minded, willing volunteers with you.
Ultimately, whether or not the PTO changes their fundraisers, ask if you can "opt out" by making a cash donation instead.

Has your PTO ever sent out a survey to ask the parents what kind of fundraisers they would like to try or the fundraisers they don't want to do again? Ours does the same stuff every year. I even emailed saying you know, some people can' t ask co workers for things at work, or how about things like Penny Wars so all the money would go towards the school.
I have even put my name on the ballot for a couple different positions next year hoping to put in some fresh ideas.
