I like the layout and the general color scheme. And, while I'm no expert, it looks like the web designer tried to incorporate the basic ADA stuff. At least all the graphics on the front page have ALT tags.
The visual transition to School/Family Nights with the pink background is startling. Maybe it's intended as an attention getter.
Just for grins, I'll post archival links to some of the past looks of PTO Today. Note, these are snapshots in time, so naturally not all internal links are valid. I’ll try to pick ones where the Forum links work. (These pages will be slow to load.)

I do agree with the others that the amount of unbroken white space in the forum is a bit unrelenting. After awhile, I feel like I'm going snowblind.
