My PTO last year did a year-end 6th grade graduation/dinner/dance. I sent out requests for volunteers, when it came down to it, we had about 3 volunteers [the day of event, 1 which was myself] plus some students to help setup that day. I haven't forgotten all the legwork it took prior to the event to take place. This year will be different, and the word is being put out that it will not take place unless there are enough volunteers.
Another function [field day] which we put letters out on saying it would not take place without volunteers actually got more volunteers than needed. Guess it depends on what they are needed for.
Great that you held to what you said. I know that can be hard to do [cancel an event] but we also have to realize that we cannot do it all ourselves all the time. I'm also relieved to hear that I'm not the only one who hears excuses also [ here's some of my own personal ones that I could use: I have 7 children in my home to take care of, I have to work "sometimes", I've got Dr's appts., I need to spend some quality time with my children, I like to read a good book once in awhile etc..].
Maybe we could all write a bestseller on "excuses". BUT...Don't get me wrong I do appreciate the parents who do find the time to provide productive volunteer time to our school/PTO.

I'll take the machine only if you can come run it for us because I do not have the time, LOL.

Keep smiling

Good for you for keeping to your word! Like someone else said, don't feel like you have to give reasons why you can't do something. Keep asking the parents who have complained WHEN they can help. You might be able to change the time to get more helpers. If not bag it!

I am so glad I am not the only one who feels that it's ok to cancel a fundraiser/kids program because of lack of parents.
