It seems you'd like for this to be a spot for all shared documents ~ everything from fliers to bylaws and sample budgets. It sure would cut down on all of those 'me too' posts out there!
I imagine, too, that you'd have some sort of disclaimer about it being member contributions and not necessarily information or practices that are endorsed by PTO Today.

How about a fun name, such as "Flyer Heaven". I know not everything will necessarily be a "flyer", but most of these types of things would be something that might come home in a backpack, making it fit that general umbrella. Once you go to the page with this information you could break it down in numerous ways, such as by topic (events, fundraisers, etc.), and maybe even more specific (Harvest Party, Back to School Event, etc.), or maybe by format, such as (pictures, letters, flyers, etc.(.
Also, what about adding web related items, such as animated gifs and such?

To be even more successful in accomplishing your goal, this location will need to be integrated with the message board.
1) Information easily submitted with (moderator controllled) categorization.
2) You need to consider requiring indemnification agreements from the people that post that they have full rights to grant you rights to post the information for distribution. This sounds similar. but different, from open source licensed software.
3) Methods for removing. If a file is removed, then what will happen to a message board link to the file.
4) "Pending" links for the message board that indicate that the file has been submitted, but is quarantined, until it is virus scanned and screened for objectionable content.
I like JHB's suggestion, "PTO Sample Forms and Documents". The best part of his suggestion is to use an "at first glance" name. That suggestion is 97% of the way there. Clip art is an exception. It's not a document or a sample form. Maybe you choose to ignore that "non-match" and move on and cover it with a category under the name so it can be spotted later.
"Downloads" is my suggestion. I don't know if it's better or worse than JHB's suggestion. This seems to be the default name in the corporate world.
Here's one question for you that you can either choose to answer, or also seek input on,"Will PTOtoday's own files(You have called them "Bonus Tools"), etc. be posted in the same location?"
If so, then these name might work. If not, then do we need a "Member generated" or "Member Contributed" in front of the name?
