Critter, a raffle is a raffle is a raffle. While every state is different, most consider raffles as a form of gaming. In Texas, :cool: you must get a license to play bingo (and use only licensed equipment and cards!) Raffle tickets must be sold by only by the members of the org.(that has been in existence for more than 3 years), have information like 1)a discription of the prize, 2)name of the org. and 3)when the prize will be awarded by the org.printed on the ticket. If the prize is not awarded on the date of the drawing, you have to put $ in escrow. There are plenty of restrictions on raffles!
We recently had to attend a training from our Gaming and Licensing officials. Very boring!! And none of it applied to what we do; cake walks, festival games, etc. But, there was mention of Bingo, raffles, and pull-tabs as charitable gaming. There were limits and exclusions. I probably yawned through them! ha ha I don't know anything about it other than that. Not much help from me, but I would check with the proper authorities before moving on if you're not sure, just to be safe. My .02
I have to defer on the auction question, but the gaming question I think I can address. Doesn't the 1023 specifically speak of Bingo? I wouldn't go out of my way to mix "small raffles" with Bingo. If you don't need (?) a license in your area, and you can honestly say it's not bingo, then it's not gaming in my mind.
