Motions made years ago

It depends on the wording of the motion and when and how it was made. If the motion was in reference to a resolution than it stands until it is rescinded by a 2/3rd majority. Or was the motion presented as "I move that this year we..." in which case, the life of the motion expired. Much of discussion is generally how it relates to that fiscal year.

you could simply make a motion at your next meeting to ditch all outstanding motions that existed prior to the current school year. easy way to clean up any of the excess.

The answer is yes. No matter how long ago it was, if a motion was made, seconded and successfully voted on.....; it stands. It matters not if the entire board, membership or administration changes, it stands.
The matter should be put on your next meeting agenda and decided then. That is, repeal it or go on with it.

We have line items in our annunal budget which a budget committee meets each year before preparing the upcoming years budgets to present to the general PTO to vote on to accept. That committee makes changes as they see fit based on info gathered from staff, committee members etc.
So if yall are saying when a motion is made that motion stands "forever" until ammended, should we go back and look for any motions that relavent that we possibly are not doing and bring it up under old business and decide to ammend, do away with, etc.
If it is something that we--the current officers feel is not doable, not relavent, etc do we still need to bring it up? Even if it were something voted on 10+ yrs ago.

Kinda, yeah.
A motion is really an idea brought forward to the membership tht is discussed/debated and voted upon to pass or adopt or reject.
To me this sounds like an activity the group has adopted through the years. A good way to handle this is to have it on the adgenda under Old Business to discuss wheither you have the funds, something you wan tto contiue etc.

We have several ideas that started as motions and we have adopted but still vote on each year as it is something that effects the budget. Examples, a $100 scholarship (or gift certificate to the bookstore) is given to a graduating senior, money to help the 6th graders go on a big field trip, the Annaul BBQ for the staff...all stuff we vote on each year to make sure we can and want to do.
